Imported Portland cement for British Columbia
Updated · Soku USA, Honolulu
The short answer
Soku USA quotes Vietnamese Portland cement and clinker for British Columbia buyers, with a US contract in US dollars. Canada's Customs Tariff lists cement clinker (2523.10.00) and Portland cement other than white (2523.29.00) at a Most-Favoured-Nation rate of Free (tariff T2026-2, issued 1 September 2026). GST and other border taxes, any surtax or trade-remedy measure, and your classification are confirmed with a licensed Canadian customs broker before contract. The US duties described on our other market pages are US import duties, not the Canadian position.

What is the Canadian duty on cement?
The Canadian Customs Tariff schedule issued by the Canada Border Services Agency on 1 September 2026 (T2026-2, Chapter 25) lists tariff item 2523.10.00 (cement clinkers) and tariff item 2523.29.00 (Portland cement, other than white) at a Most-Favoured-Nation tariff of Free.
That is the schedule rate for the tariff items, not a promise about your entry. GST and other border taxes, any surtax order, any trade-remedy measure, and the correct classification for your product are separate checks, and the import side is confirmed with a licensed Canadian customs broker before contract. We do not quote a Canadian duty figure on your behalf.
What a British Columbia buyer deals with
- One counterparty. Soku USA is the exclusive North America agent for Phuc Loi of Hai Phong, and the contract is a US contract in US dollars.
- Terms you can plan around. FOB, CFR or CIF. Delivered terms depend on freight being available for your route. On CFR and CIF the vessel is booked on the supply side, and we coordinate the schedule and the documents.
- Payment against documents. A documentary Letter of Credit with Soku as beneficiary, so you pay your own bank against documents. SGS inspection is available at three stages.
- Importer of record. We agree who the importer of record is, and where risk transfers, in writing before anything loads.
How the cement gets to the BC coast
Cargo loads at Cam Pha, Hai Phong or Nghi Son, Vietnam's primary deep-water cement and clinker terminals, and crosses the Pacific. Typical ocean transit is several weeks depending on the port pair. We confirm the transit and the discharge port for your order when we quote, whether that is in Metro Vancouver, on Vancouver Island or elsewhere on the coast.
How big does a shipment need to be?
A geared Supramax lifts roughly 50,000 tonnes in a single call and is usually the lowest cost per ton at that scale. Charter hire is priced on vessel days rather than cargo weight, so a part cargo pays for space it does not use. Below about 25,000 tonnes, breakbulk or containerized shipping is generally the better fit.
The format follows how you receive and store the cement. Bulk needs a terminal or silo, a discharge method (grab or pneumatic) and truck load-out. Lined super sacks need a forklift or crane. Bagged cement in 60 lb or 50 kg bags needs covered, dry storage. If product will sit in open or humid storage, we specify a polyethylene liner and quote it as a separate line.
Specifications for Canadian projects
Canadian project specifications may call out a Canadian standard rather than ASTM. Our documented conformance today is ASTM C150 Type I and Type II, including low-alkali grades, with mill test reports on every shipment, plus ASTM C595 Type IL made to order. Send your specification at the inquiry stage and we will tell you plainly whether we can meet it. A cement your lab has not qualified cannot be substituted in later, so we put samples in front of your lab before contract.
How to ask for a British Columbia quote
- Name the product and the specification you need to meet.
- Give the volume and the format you can receive.
- Tell us the port or city where the cement will land, and whether you have a terminal or silo.
- Say when you need the first delivery.
We reply within one business day. The Canadian import side stays with your customs broker.
Common questions
- What is the Canadian import duty on Portland cement?
- The Canadian Customs Tariff (T2026-2, issued 1 September 2026) lists cement clinkers under 2523.10.00 and Portland cement other than white under 2523.29.00 at a Most-Favoured-Nation tariff of Free. GST and other border taxes, any surtax or trade-remedy measure, and your classification are confirmed with a licensed Canadian customs broker before contract.
- Do the US tariffs on Vietnamese cement apply in British Columbia?
- No. The Section 301 duty on products of Vietnam applies to entries into the United States. It is not part of a Canadian import, which your customs broker confirms separately.
- Do you quote in Canadian dollars?
- Soku quotes are on a US contract in US dollars.
- Is my British Columbia order too small for a ship?
- Possibly. Below roughly 25,000 tonnes, breakbulk or containerized shipping is generally the better fit, because charter hire is priced on vessel days rather than cargo weight. We price your actual route and tell you plainly if your parcel is too small for a full vessel.
