Florida and the Gulf
Imported Portland cement for Florida and the Gulf Coast
Updated · Soku USA, Honolulu
The short answer
Soku USA quotes Vietnamese Portland cement and clinker to Florida and Gulf Coast ports, routed through the Panama Canal. Documented Vietnam to US Gulf shipments have run five to six weeks. The US duty is Free plus a 12.5 percent Section 301 duty on Vietnamese entries since 24 July 2026. Atlantic hurricane season, 1 June to 30 November, belongs in your delivery plan, and Texas and Florida are the two largest cement-consuming states by tonnage.

Why the Gulf and Florida
The USGS ranks Texas, Florida and California, in that order, as the leading cement-consuming states by tonnage. Imports are a large part of the national picture: an estimated 23 million tonnes of hydraulic cement were imported in 2025, and net imports met about 21 percent of apparent consumption.
Vietnam is a growing part of that supply. Argus reported 3.08 million tonnes of cement imported from Vietnam in the first half of 2026, up 20 percent, which made Vietnam the second-largest source of US cement imports with nearly 26 percent of the total.
The route: Pacific, then the Panama Canal
Cargo loads at Cam Pha, Hai Phong or Nghi Son and reaches the Gulf and Florida through the Panama Canal. On our modelling that is materially shorter than the Suez alternative and avoids Red Sea war-risk premiums, though canal tolls and draft restrictions can move that comparison.
Documented shipments from Vietnam to the US Gulf run about five to six weeks. We confirm the transit and the port for your order when we quote, and the loading port, vessel size and shipment window are named in each offer.
Hurricane season is part of the plan
The Atlantic hurricane season runs from 1 June to 30 November, according to NOAA. Storms can disrupt port operations and discharge schedules on the Gulf and Florida coasts, so ask for a delivery window rather than a single date. If your project has a hard pour date, tell us at the inquiry stage.
Receiving the cement at a Gulf or Florida port
Many of the larger cement terminals on these coasts belong to cement producers. Whether you can receive a bulk parcel depends on a berth with enough depth, silo storage and a discharge method, and that is a question for your terminal, not for us. The format follows from the answer:
- Bulk for buyers with a terminal or silo, discharged by grab or pneumatic system. It is generally the lowest cost per ton at vessel scale.
- Lined bulk bags (super sacks) at 1.0, 1.5 or 2.0 MT, moved by forklift or crane, with a polyethylene liner if storage is open or humid.
- Bagged cement in 60 lb or 50 kg bags, palletized for container loading, for distributors, retail and smaller projects.
A geared Supramax lifts roughly 50,000 tonnes in a single call and is usually the lowest cost per ton at that scale. Charter hire is priced on vessel days rather than cargo weight, so a part cargo pays for space it does not use. Below about 25,000 tonnes, breakbulk or containerized shipping is generally the better fit.
What duty applies to Vietnamese cement entering the US?
Cement clinker (HTS 2523.10.00.00) and grey Portland cement (HTS 2523.29.00.00) carry a Column 1 general NTR rate of Free. A Section 301 action addressing forced labor, published at 91 FR 47318 (FR Doc 2026-15181, dockets USTR-2026-0265 and USTR-2026-0266), applies an additional 12.5 percent to products of Vietnam entered on or after 24 July 2026 under Chapter 99 heading 9903.05.84.
Cement is not among the exempted categories, so we price it in rather than around it. No US antidumping or countervailing duty order on Vietnamese cement or clinker is in effect; the historic US cement AD orders are against Japan and Mexico. Soku quotes are landed-cost with the current duty layer included, and classification is confirmed with a licensed customs broker before contract.
Public work in Texas, Florida and the Gulf states
On federal-aid work such as highways, harbors and airports, cement and cementitious materials are excluded materials under the Build America, Buy America rules (IIJA §70917(c), 2 CFR 184.3, applied by FHWA at 23 CFR 635.410), so imported cement does not need a federal waiver. That treatment does not override a state domestic-preference law, an owner's specification, or grant conditions, and a manufactured product containing the cement, such as precast, is assessed on its own.
For DOT and other public work, each state qualifies cement through approved-source lists backed by AASHTO-accredited mill laboratories (ASTM C1222) and ASTM C150 or C595 conformance documentation. Approval attaches to a specific plant, so we submit several plants for qualification at the outset. Soku USA manages the approved-source application alongside your team, state by state.
Argus also reported that many Vietnamese suppliers were sold out of spot cargoes for much of 2026 by February. Supply is allocated early, so ask well ahead of the season you need it for.
How to ask for a Gulf or Florida quote
- Name the product and the specification, for example ASTM C150 Type I/II or Type IL.
- Give the volume and the format you can receive.
- Tell us the port or city where the cement will land, and whether you have a terminal or silo.
- Give the date you need the first delivery and any hard pour date.
We reply within one business day with a landed-cost number, and your broker confirms classification before contract.
Common questions
- How long does cement take from Vietnam to the US Gulf?
- Documented shipments from Vietnam to the US Gulf run about five to six weeks. Typically it is several weeks by ocean freight, depending on the port pair. We confirm the transit for your port when we quote.
- Why route through the Panama Canal?
- On our modelling the Panama Canal route is materially shorter than the Suez alternative and avoids Red Sea war-risk premiums. Canal tolls and draft restrictions can move that comparison, so we price your actual route.
- Does hurricane season affect cement deliveries to Florida and the Gulf?
- It can. The Atlantic hurricane season runs from 1 June to 30 November, and storms can disrupt port operations. Ask for a delivery window rather than a single date, and tell us if you have a hard pour date.
- What import duty applies to Vietnamese cement entering a Gulf or Florida port?
- Clinker (HTS 2523.10.00.00) and grey Portland cement (HTS 2523.29.00.00) have a Column 1 general rate of Free, plus an additional 12.5 percent Section 301 duty on products of Vietnam entered on or after 24 July 2026 under heading 9903.05.84.
